The status quo is too profitable to combine them.
The differences between GMC and Chevy is so minimal and cheap, combined with the public's willingness to pay more for the GMC in order to feel more accomplished or distinct than the Chevy guy makes the current arrangement a cash cow. GM showed the numbers to the federal government during the bail out days and the even the US government couldn't deny how profitable it was to keep GMC so they ordered GM to kill Pontiac and Saturn instead.
Read the book Car Guys and Bean Counters by Bob Lutz, you wont look at GM the same way.
